Spreading Quality Early Learning Experiences

The David and Lucile Packard Foundation launched Starting Smart and Strong in 2014, an initiative to develop, test, and scale solutions that support parents, caregivers, and educators as they prepare children to be healthy and ready for school, with self-confidence and a love of learning.

Engage R+D is conducting a developmental evaluation of this ten-year systems change effort. Our team plays multiple roles, including helping the Foundation operationalize its approach to strategy, gathering community feedback and insights on how the work is playing out on the ground, facilitating reflection sessions with grantees and intermediary partners, and building community evaluation and learning capacity. Our work has helped grantees and the Foundation clarify hypotheses about what it will take to scale impact and assess initiative progress over time.
